Loki Mandatory Upgrade & algo change (march 20)

Summer Sigyn is the name of this new release, and there are a number of upgrades to the network included in it:

- Infinite Staking
- New GUI
- Removed Staking requirement tail increase
- Change of PoW to combat Nicehash, FPGAs and possible ASICs (CN Turtle)
- Rotation of Governance Keys
